
The International Atomic Energy Agency
The International Atomic Energy Agency (IAEA) is an independent intergovernmental, science and technology-based organization, in the United Nations family, that serves as the global focal point for nuclear cooperation. It is the world's foremost intergovernmental forum for scientific and technical co-operation in the peaceful use of nuclear technology.
Established as an autonomous organization under the UN in 1957, the IAEA represents the culmination of international efforts to make a reality of US President Eisenhower's proposal in his Atoms for Peace speech before the UN General Assembly in 1953. He envisioned the creation of an international body to control and develop the use of atomic energy. Today, the Agency's broad spectrum of services, programs, and activities is based on the needs of its 134 Member States.
The Agency renders assistance to its Member States, in the context of social and economic goals, in planning for and using nuclear science and technology for various peaceful purposes, including the generation of electricity, and facilitates the transfer of such technology and knowledge in a sustainable manner to developing Member States.
One of the main activities of the IAEA is to develop nuclear safety standards and, based on these standards, to promote the achievement and maintenance of high levels of safety in applications of nuclear energy, as well as the protection of human health and the environment against ionizing radiation.
Verification through its inspection system relating to compliance by the Member States with their commitments under the Non-Proliferation Treaty and other non-proliferation agreements, to use nuclear material and facilities only for peaceful purposes is an important element in providing for the global international security.
The IAEA maintains its headquarters at the Vienna International Center in Vienna, Austria, along the famous Danube River.
Cooperation of the Republic of Azerbaijan with the IAEA
The Republic of Azerbaijan became a Member State of the International Atomic Energy Agency on 30 May 2001. In 1998, the Republic of Azerbaijan signed with the IAEA the Safeguards Agreement in connection with the Treaty on the Non-proliferation of Nuclear Weapons, which entered into force on 29 April 1999. The Protocol Additional to the Agreement for the Application of Safeguards in connection with the NPT was signed on 5 July 2000.
The nuclear activities of Azerbaijan are carried out mainly in the field of oil industry, medicine, agriculture and research. These activities are considered important to the nation’s welfare and development.
Providing for an adequate level of radiation protection infrastructure and safety of radiation sources is an essential component of the Government’s program. Proceeding from this goal Azerbaijan has passed the Law on Radiation Protection of Population and a number of other components of legislation establishing the legal basis for activities and liability with regard to radioactive sources and materials and their wastes.
With the purpose of strengthening and broadening the existing relations with the IAEA, President of the Republic of Azerbaijan Mr. Heydar Aliyev on 5 September 2002 issued a Decree, in accordance with which the State Commission on Cooperation between the Republic of Azerbaijan and the International Atomic Energy Agency has been established. According to the Decree, Deputy Prime-Minister of the Republic of Azerbaijan Mr. Y. Eyyubov has been appointed the Chairman of the State Commission.
The visit of IAEA Director General Mr. Mohamed ElBaradei to Azerbaijan on 21-23 May 2002 has become an important milestone in the development of relations with the IAEA. At the meeting with the Director General, the President of the Republic of Azerbaijan has noted major importance of cooperation with such an authoritative international organization as IAEA and raised a number of issues, which are presently being settled with the help of the Agency.
Since Azerbaijan joined the Agency it has been actively involved in different spheres of Technical Co-operation activity of the IAEA receiving assistance through the existing national and regional projects in solving some of the most urgent problems relating to radiation protection, human health and nuclear safety and security issues.
In 2001-2002 Azerbaijan through the national project “Upgrading the Radiation Protection Infrastructure and Safety of Radioactive Sources” has brought further the process of strengthening the existing regulatory infrastructure, ultimately aimed at the establishment of a single national regulatory authority for the control of all radiation sources and practices in the country.
Through the participation in a number of regional projects of the Europe’s Regional Program it has become possible to properly address some other important issues like improving national legislation, enhancing waste safety capabilities and supporting the area of human health, which is of utmost importance for the Government of Azerbaijan.
Azerbaijan has clearly expressed its strong intention to join the fight against nuclear terrorism undertaken in the framework of the Agency’s activities. The areas like physical protection of nuclear material and installations, detection of malicious nuclear activities, security of nuclear and radioactive material, combating illicit trafficking of nuclear and radioactive materials are of importance for Azerbaijan and in the most of these areas fruitful cooperation with the Agency has already been launched.
